Burke County Board of Commissioners will receive sealed bids for the Runway 08/26 Pavement Rehabilitation Project located at the Burke County Airport, Waynesboro, Georgia. Bids will be received by the Owner at Burke County Board of Commissioners Office at 602 Liberty Street, Waynesboro, Georgia 30830, until Wednesday, June 3, 2026, at 5:00 pm Eastern. All received bids will be publicly opened and read aloud at the said office during the Burke County Finance Committee meeting on Thursday, June 4, 2026, at 9:00 am Eastern

Bids must be submitted on the complete project and must be enclosed in a sealed envelope addressed to:

Outside of the envelope must be marked “BID ENCLOSED: RUNWAY 08/26 PAVEMENT REHABILITATION PROJECT." The envelope must also bear, on the outside, the name of the bidder, the bidder's address, and the bidder's contractor license number. All bids must be made on bid forms provided in the Project Manual. Bids submitted without the prescribed information may be rejected.  

SCOPE OF WORK

Base Bid for this project includes pavement rehabilitation for Runway 08/26:

  • milling of existing pavement,

  • crack sealing of milled surfaces or placement of an overlay interlayer instead of crack sealing to alleviate further crack propagation,

  • overlaying a new asphalt wearing surface, and

  • additional full-depth repairs may be required in areas of anomalous cracking to be explored further through geotechnical analysis and field evaluation.

  • remarking of all affected airfield pavements, in compliance with FAA AC 150/5340-1M, Standards for Airport Markings.

The project also includes the following bid options for pavement replacement and subgrade rehabilitation in the western portion of the runway and associated taxiway areas:

Bid Option 1A – Runway (West) Pavement Replacement and Subgrade Rehabilitation (Runway Only): Includes pavement replacement and subgrade rehabilitation for the western portion of Runway 08/26 only, as shown in the project plans.

Bid Option 1B – Runway (West) Pavement Replacement and Subgrade Rehabilitation (Taxiway Only): Includes pavement replacement and subgrade rehabilitation for the associated taxiway pavement areas only, as shown in the project plans.

Bid Option 2 – Runway (West) Pavement Replacement and Subgrade Rehabilitation (Minimal – Runway & Taxiway): Includes a reduced scope of pavement replacement and subgrade rehabilitation for selected runway and taxiway areas in the western portion of the project limits, as shown in the project plans.

PREBID CONFERENCE

mandatory pre-bid conference for prospective bidders will be held in person and virtually, via Zoom, on Tuesday, May 12, 2026, at 2:00 pm Eastern. An in-person meeting will take place at the Burke County Airport, 475 Airport Road, Waynesboro, Georgia 30830. The Zoom meeting link will be distributed via email to prospective bidders and planholders who prefer to join the meeting online. An optional site visit will be held immediately after the pre-bid meeting on Tuesday, May 12, 2026, at 3:00 pm Eastern at Burke County Airport, 475 Airport Road, Waynesboro, Georgia 30830.  

Attendance by general contractors at the mandatory pre-bid conference isrequired to bid on this Project. The purpose of the conference is to highlight the Project, explain FAA and GDOT regulations, as well as the Owner’s safety, security, and procurement processes.

BIDDING REQUIREMENTS

Bid Security: No Bid will be considered unless accompanied by a certified check or acceptable Bid Bond in an amount not less than five percent (5%) of the bid and made payable to Burke County Board of Commissioners.

Successful Bidder shall be required to furnish a Contract Performance Bond equal to 100% of the contract price and aPayment Bond equal to 100% of the contract price, with the terms and surety to be approved by the Burke County Board of Commissioners; and furnish satisfactory proof of carriage of the insurance required.

The Successful Bidder shall commence work with adequate force and equipment on a date which is to be specified by a written order of the Engineer with respect to the manufacturers’ materials delivery schedules. The Successful Bidder shall complete the project within forty-five (45) consecutive calendar days from the date of County issuance of the Contract and Notice to Proceed. 

8.78% DBE participation goal is required for this project.

The project is conditioned upon the receipt of federal funding under provisions of the Airport and Airways Safety and Capacity Expansion Act of 1987. Supplementary Provisions apply to this solicitation and will be made part of any contract awarded:
