The City of Louisville will receive sealed bids for the Rehabilitate Runway 13-31 Project located at the Louisville Municipal Airport, Louisville, Georgia. Bids will be received at City Hall at 1011 Peachtree Street, Louisville, GA 30434, until May 22, 2025, at 2:30 pm Eastern and read aloud at said office.
Bids must be submitted on the complete project and must be enclosed in a sealed envelope, addressed to:

Outside of the envelope must be marked "BID ENCLOSED: REHABILITATE RUNWAY 13-31”. Envelope must also bear on the outside, the name of the Bidder, Bidder's address, and Bidder’s Contractor license number. All Bids must be made on Bids forms provided in the Project Manual. Bids submitted without the prescribed information may be rejected.
SCOPE OF WORK
This project addresses pavement rehabilitation for the Runway 13-31 as well as the removal of miscellaneous apron pavement adjacent to the partial parallel taxiway and the midfield terminal taxiway. This project will generally include the following pavement remediation within the scope of work:
a. milling existing pavement,
b. partial crack sealing of the exposed milled surfaces and partial application of an overlay interlayer instead of crack sealing – depending on pavement assessment and core data, to alleviate further crack propagation through new pavement, and
c. overlaying a new asphalt wearing surface.
The project will also include miscellaneous pavement removal of aged/failing abandoned apron pavement adjacent to the intersection of the partial parallel taxiway and the midfield terminal taxiway. This project will also include the subsequent remarking of all affected airfield pavements, in compliance with FAA AC 150/5340-1L, Standards for Airport Markings.
PREBID CONFERENCE
A mandatory pre-bid conference for prospective Bidders will be held at the Louisville Municipal Airport terminal building, 1233 Airport Road, Louisville, GA 30434 and virtually, via Zoom, on May 7, 2025, at 1:00 pm Eastern. The Zoom meeting link will be distributed to prospective Bidders and planholders who prefer to join the meeting online. An optional site visit will be held on May 7, 2025, at 2:00 pm Eastern at the Louisville Municipal Airport terminal building, 1233 Airport Road, Louisville, GA 30434.
Attendance by general contractors at the mandatory pre-bid conference is required to bid on this project. The purpose of the conference is to highlight the Project, explain pertinent FAA regulations, as well as the airport’s safety, security, and procurement processes.
BIDDING REQUIREMENTS
Bid security: No Bid Proposal will be considered unless accompanied by a certified check or acceptable Bid Bond in an amount at least five percent (5%) of the Bid and made payable to City of Louisville, Georgia.
In accordance with O.C.G.A. § 36-91-50, a bidder may withdraw their bid within 48 hours of the bid opening, excluding weekends and legal holidays, by submitting a written request. After that period, and for the purpose of this project, all bids must remain valid for 120 calendar days from the date of opening. By submitting a bid, the bidder agrees to this requirement.
The Successful Bidder shall commence work with adequate force and equipment on a date which is to be specified by a written order of the Engineer with respect to the manufacturers’ materials delivery schedules. The Successful Bidder shall complete the project within 45 calendar days from the date mentioned above.
The goal for this contract in FY25 is 11.76% participation by DBEs.
